审批服务工作直接接触企业和个人，是落实市委市政府“办好群众牵肠挂肚的民生大事和天天有感的身边小事”的直接体现。深圳市商务局审批服务工作围绕推动深化政务服务改革工作，认真谋划、主动担当、扎实推进，并取得了积极成效。

　　The approval service process involves direct contact with enterprises and individuals. It reflects the implementation of the requirements of the CPC Municipal Committee and the Municipal Government for "handling big things regarding people's livelihood and routine small things." Shenzhen Commerce Bureau, focusing on deepening government service reform, has achieved positive results in approval services through careful planning, active fulfillment of responsibilities, and solid efforts.

　　市商务局共116个审批服务事项，其中行政许可事项20项，行政检查3项，行政确认1项，公共服务87项，其他行政权力14项。2024年1月1日至9月30日，通过市政务服务大厅窗口共受理业务78311件，接听咨询电话2500余次，实现各类审批事项“零逾期”、“零差错”、“零投诉”，审批服务工作连续21个季度考核优秀。市商务局首席代表团队进驻市政务服务中心季度考评持续位列全市第一梯队，2023年第三季度、第四季度考评排名第一，行政审批效能持续提升。

　　The Bureau has authority over approval of 116 items, including 20 administrative licensing items, 3 administrative inspection items, 1 administrative confirmation item, 87 public service items, and 14 other administrative authority items. From January 1 to September 30, 2024, the Bureau received 78,311 service requests submitted on-site and answered over 2,500 consultation calls, with "zero overdue', "zero error', and "zero complaints" in its approval services. Its approval service performance has been rated excellent for 21 consecutive quarters. The Bureau's chief representative team in the municipal government service center remained at the forefront in terms of municipal quarterly appraisal results, ranking No.1 in the third and fourth quarters of 2023, showing continued improvement in administrative approval efficiency.

　　“最多跑一次”，推进行政审批服务便民化

　　One-Stop Administrative Approval Services for the Convenience of Citizens

　　市商务局大力推行“互联网+政务服务”改革，持续加大力度推行网上办事，加快推进政务服务“一网通办”，将“好差评”、“四免”、电子证照接口应用于行政审批服务综合管理系统的各审批环节，做好一体化政务服务中身份认证和电子印章相关对接、测试及联通工作，完成全局审批系统的升级改造建设，提高审批效率和审批绩效。此外，还通过广东政务服务网、“i深圳”APP、“粤省事”小程序等渠道实行相关审批服务网上办理，积极引导申请人通过网上渠道办理业务。

　　The Bureau has been promoting "Internet plus government services". As it steps up efforts to make available online services and accelerates "one-stop online government services", it has applied "good and bad reviews", "four exemptions" and electronic license interfaces across all approval steps in the integrated administrative approval service management system, enabling the matching, testing and connection in identity authentication and electronic sealing in integrated government services. It has completed the upgrade and transformation of the comprehensive approval system, resulting in higher approval efficiency and better performance. In addition, the Bureau offers online approval services via platforms such as the Guangdong Government Affairs Service Website, the "iShenzhen" APP, and the "Yue Sheng Shi" WeChat mini program, while encouraging citizens to submit service requests online.

　　2024年，市商务局所有政务服务事项全面进驻“i深圳”专区，其中含“成品油零售经营资格审批”、“对外劳务合作经营资格核准”等四级深度（全流程网办）审批事项15个。

　　In 2024, the Bureau made all its service items available in "iShenzhen", including 15 approval items to be handled fully online such as "approval of refined oil retail operation qualification" and "approval of operation qualification for foreign labor service cooperation".

　　在全面优化网上服务流程方面,市商务局推进办事材料目录化、标准化、电子化，加快推动政务服务事项全流程网上办理，让办事企业和群众“最多跑一次”，多举措便企利民，持续优化营商环境。

　　In light of optimizing the online service process in all respects, the Bureau is promoting catalog-based, standardized, electronic documents and accelerating the provision of full-process online government services so that enterprises and individuals have access to one-stop services.
